Contents of Trump's Plan
The document includes several key requirements, among which:Territories:
- the transfer of Crimea to Russia, as well as parts of the Donetsk and Luhansk regions, and some areas of Kherson and Zaporizhzhia;
- the withdrawal of Ukrainian troops from certain positions in the Donetsk region;
- the creation of a demilitarized zone, which will be recognized by the international community as Russian territory, but without the presence of Russian troops;
- the freezing of the front line in the Zaporizhzhia and Kherson regions;
- the restart of the Zaporizhzhia Nuclear Power Plant under IAEA control with equal distribution of electricity between the parties.
- Ukraine's renunciation of its aspiration to join NATO, enshrined in the Constitution;
- NATO's commitment not to admit Ukraine to the alliance in the future;
- the reduction of the Armed Forces of Ukraine to 600,000 personnel;
- the absence of NATO troops on the territory of the country;
- the provision of security guarantees to Kyiv from the U.S., but without specific commitments.

- a recovery package, including $100 billion of frozen Russian assets and a similar amount from European countries;
- the initiation of joint U.S.-Russian projects for infrastructure recovery.
What Russia Will Gain
According to Politico, the plan offers the following benefits for Russia:- phased lifting of sanctions;
- return to the G8 format;
- long-term economic agreements with the U.S., including cooperation in energy, the Arctic, natural resources, and artificial intelligence.
Reactions from Ukraine and Europe
The publication emphasizes that the proposal of this plan coincided with a corruption scandal affecting Zelensky's inner circle. Although the president himself is not an accused party, his political positions have noticeably weakened, which, according to sources at Politico, gives the White House an opportunity to increase pressure.“Ukraine will be forced to accept [the agreement], given Zelensky's current weak position,” Politico quotes a senior official from the Trump administration.
European partners reacted cautiously. Diplomats note that a number of proposals, including restrictions on conscription, were previously considered unacceptable and remain so.
Ukraine, as well as France, Germany, and the United Kingdom, are already working on a counterproposal.
