
The draft of this agreement states that any "large-scale, deliberate, and prolonged armed invasion" by Russia into Ukraine will be classified as an act of aggression threatening the peace and security of the transatlantic community. As indicated in the document, the USA, together with European partners, will respond to such actions accordingly. "Response measures may include the use of military force, as well as the provision of intelligence and logistical assistance, economic and diplomatic actions, and other steps deemed appropriate," the draft states.
According to this agreement, security guarantees will be in effect for the first 10 years after the cessation of hostilities and may be extended by mutual consent of the parties. The document will be signed by Ukraine, Russia, the USA, the European Union, and NATO. Oversight of the agreement's implementation will be carried out by a Joint Monitoring Commission involving European partners and the USA.
Earlier, on November 20, a peace agreement developed jointly by the USA and Russia and published by Ukrainian MP Oleksiy Honcharenko included a clause on security for Kyiv from Washington; however, it was not detailed. This agreement also provided for a reduction in the number of the Armed Forces of Ukraine and the actual transfer of Donbas to Russia.
According to a senior official from the White House, the new draft on security guarantees will be discussed with European partners and may be subject to changes. The Trump administration views this agreement as a "significant achievement" for President Volodymyr Zelensky and for ensuring Ukraine's long-term security, the source noted.
The American representative also added that the proposal for security guarantees has already been conveyed to the Russian side, but it remains unclear whether the final signature of President Vladimir Putin will be required.
