Essence of the Proposals
It is planned to amend the procedure for selecting participants in the "Menin üüm" program. The essence of the changes is that military personnel on active duty will be able to participate in the program regardless of their place of service, provided they meet all necessary conditions and application procedures.Goals of the Changes
The justification states that military service is considered a special form of public service associated with the performance of military duties by citizens, aimed at protecting the independence and security of the country. "Given the specifics of service activities, military personnel, especially those serving in remote and mountainous areas, have actually faced restrictions in participating in the state housing program 'Menin üüm', as the program's conditions depended on their place of registration or work. Exceptions were only made in cases where military personnel retained the right to participate upon rotation after registration," the document states.In order to enhance the social protection of military personnel and the prestige of military service, it is proposed to grant them the right to participate in the housing program regardless of their place of service.
This provision aims to create equal conditions for all military personnel, regardless of their placement, as well as to implement their constitutional right to housing.It should be noted that mortgage lending within the program implies a long term (up to 25 years), which requires participants to make a preliminary choice of their permanent residence. For military personnel serving in various regions and garrisons, the ability to choose the location of housing is of fundamental importance.
Moreover, the constant change of military deployment makes it impossible to participate in housing programs that depend on the current place of service. The introduction of a provision that eliminates territorial restrictions will ensure the availability of mortgage housing for all military personnel, regardless of the region of their temporary stay. This provision is also significant for the personnel: military personnel who have the opportunity to obtain a long-term mortgage will be interested in continuing their service throughout the loan term, which contributes to strengthening the personnel potential and stability of the Armed Forces of the Kyrgyz Republic.
