
Alexey Goncharenko published 28 points of the peace plan proposed by US President Donald Trump regarding Ukraine. However, US officials have not yet confirmed that this document is authentic.
According to information provided by the RBC publication, the peace plan covers key aspects such as Ukraine's sovereignty, territorial issues signed with Russia in 2022, nuclear armament, and Moscow's frozen assets.
Previously, some elements of this peace plan were revealed by publications such as Politico, Reuters, and FT.
Contents of the peace plan:
1. Confirmation of Ukraine's sovereignty.
2. Conclusion of a comprehensive non-aggression agreement between Russia, Ukraine, and Europe, which should resolve all contentious issues of the last 30 years.
3. Expectations that Russia will not invade neighboring states, and NATO will not expand.
4. Conducting dialogue between Russia and NATO with the participation of the US to discuss security issues and create conditions for de-escalation, which should enhance global security and open opportunities for cooperation and economic growth in the future.
5. Providing reliable security guarantees for Ukraine.
6. Limiting the size of the Armed Forces of Ukraine to 600,000 personnel.
7. Ukraine adopting a provision in its Constitution stating that the country does not intend to join NATO, and NATO making an amendment that Ukraine will not be accepted into the alliance in the future.
8. NATO's agreement not to deploy troops on Ukrainian territory.
9. Deployment of European fighters in Poland.
10. US guarantees:
a. The US will receive compensation for providing guarantees.
b. In the event of Ukraine invading Russia, the guarantees will be annulled.
c. In the event of a Russian invasion of Ukraine, in addition to decisive actions, all international sanctions will be restored, and the recognition of new territories will be revoked.
d. If Ukraine attacks Moscow or St. Petersburg without justification, the security guarantees will also be invalid.
11. Ukraine will gain the right to EU membership and temporary access to the European market.
12. A global package of measures for the reconstruction of Ukraine, including:
a. Establishing a Ukraine Development Fund for investments in dynamic sectors such as technology and artificial intelligence.
b. US cooperation with Ukraine to restore gas infrastructure.
c. Joint efforts to restore cities and regions affected by the war.
d. Infrastructure development.
e. Extraction of natural resources.
f. A special financing package from the World Bank to accelerate reconstruction.
13. Reintegration of Russia into the global economy:
a. Lifting of sanctions will occur gradually.
b. The US will sign a long-term cooperation agreement in various fields.
c. Russia will be invited to return to the G8.
14. Use of frozen assets:
$100 billion of frozen Russian assets will be directed towards reconstruction and investment in Ukraine, with 50% of the profits for the US. Europe will add $100 billion to increase investment volumes. Frozen assets will be unfrozen, and the remaining funds will be invested in joint projects.
15. Establishment of a joint US-Russian working group on security to monitor compliance with the agreement.
16. Russia will enshrine legislative commitments not to attack Ukraine and Europe.
17. The US and Russia will agree to extend nuclear weapons control treaties.
18. Ukraine will remain a non-nuclear country according to the Non-Proliferation Treaty.
19. The Zaporizhzhia Nuclear Power Plant will operate under the control of the IAEA, and electricity will be shared between Russia and Ukraine.
20. Both sides commit to implementing educational programs to enhance understanding and tolerance of different cultures:
a. Ukraine will adopt EU norms on the rights of linguistic minorities.
b. Abolishing all discriminatory measures and protecting media rights.
c. Prohibition of Nazi ideology and activities.
21. Recognition of territories:
a. Crimea, Luhansk, and Donetsk will be recognized as de facto Russian.
b. Kherson and Zaporizhzhia will remain frozen along the contact line.
c. Russia will relinquish control over other territories.
d. Ukrainian troops will be withdrawn from part of the Donetsk region recognized as a neutral zone.
22. After the territorial issues are agreed upon, neither side will use force to change the agreement.
23. Russia will not interfere with Ukraine's use of the Dnieper River and will reach an agreement on grain transportation.
24. Establishment of a humanitarian committee to address open issues:
a. Exchange of prisoners and bodies of the deceased.
b. Return of civilians and hostages, including children.
c. Family reunification program.
d. Measures to assist victims of the conflict.
25. Elections in Ukraine will be held within 100 days.
26. All participants in the conflict will receive amnesty for actions during the war.
27. The agreement will be legally binding, with compliance monitored by a Peace Council led by President Trump.
28. A ceasefire will take effect immediately after the memorandum is agreed upon and the parties withdraw to established points.
