Donald Trump's Peace Plan
1. Confirmation of Ukraine's sovereignty.2. Conclusion of a comprehensive non-aggression agreement between Russia, Ukraine, and Europe, with all disputes from the last three decades considered resolved.
3. Russia must not carry out attacks on neighboring states, and NATO will not expand further.
4. Dialogue between NATO and Russia will be conducted with the mediation of the USA to resolve all security issues, which should lead to de-escalation and improvement of global security.
5. Ukraine will be provided with reliable security guarantees.
6. The number of the Armed Forces of Ukraine must not exceed 600,000 personnel.
7. Ukraine commits to enshrine in its Constitution a refusal to join NATO, and NATO, in turn, will add a clause to its charter prohibiting the admission of Ukraine to the alliance in the future.
8. NATO will not deploy its troops on the territory of Ukraine.
9. Fighters from European countries will be stationed on the territory of Poland.
10. Guarantees from the USA:
- The USA will receive compensation for the provided guarantees;
- in the event of Ukraine invading Russia, the guarantees will be annulled;
- in the event of Russia invading Ukraine, all global sanctions will be restored, and the benefits of this deal will be canceled;
- if Ukraine attacks Moscow or St. Petersburg without justification, the security guarantees will also be invalid.
12. A massive package of measures for the reconstruction of Ukraine will include:
- the creation of a Development Fund for investments in new technologies and AI;
- cooperation with the USA to modernize Ukrainian gas infrastructure;
- restoration of war-affected regions;
- infrastructure development;
- mineral extraction;
- a special financing package from the World Bank to accelerate reconstruction efforts.
- sanctions will be discussed and lifted gradually;
- long-term cooperation agreements in the fields of energy and technology;
- Russia's return to the "G8".
- $100 billion of frozen assets will go towards the reconstruction of Ukraine;
- The USA will receive half of the revenues from this operation;
- Europe will invest another $100 billion to increase investment volumes;
- The remaining assets will be used to create joint investment projects;
- The fund will promote strengthening relations and reducing the risk of renewed conflict.
16. Russia will enshrine in legislation a policy of non-aggression towards Ukraine and Europe.
17. The USA and Russia will agree to extend existing nuclear disarmament agreements.
18. Ukraine will agree to remain a non-nuclear state.
19. The Zaporizhzhia Nuclear Power Plant will be launched under the control of the IAEA, and electricity will be shared equally between Russia and Ukraine.
20. Both states will implement educational programs to improve mutual understanding and tolerance:
- Ukraine will adopt EU rules on the protection of linguistic minorities;
- agreements on the abolition of discriminatory measures;
- prohibition of Nazi ideology.
- Crimea, Donetsk, and Luhansk will be recognized as Russian;
- Kherson and Zaporizhzhia will be frozen along the line of contact;
- Russia renounces control over other territories;
- part of the Donetsk region will become a neutral demilitarized zone.
23. Russia will allow Ukraine to use the Dnieper River for trade, and an agreement will be reached on the free transportation of grain across the Black Sea.
24. Creation of a humanitarian committee to address unresolved issues:
- exchange of prisoners;
- return of civilian hostages;
- reunion of families;
- assistance to conflict victims.
26. All parties to the conflict will receive amnesty for their actions during the war.
27. This agreement will be mandatory for execution, and its implementation will be monitored by the Council of Peace under Trump's leadership, with sanctions imposed for violations.
28. A ceasefire will take effect immediately after the agreement of all parties.
Security Guarantees
Trump's peace plan provides security guarantees for Ukraine similar to Article 5 of the NATO charter, which implies that an attack on one of the alliance's countries is considered a threat to all. These guarantees imply that an attack on Ukraine will be regarded as a threat to the entire transatlantic community, and the USA and its allies will respond accordingly, including the possible use of military force.The guarantees will be in effect for ten years with the possibility of extension. American officials believe that these measures will be a significant success for Zelensky and will ensure Ukraine's long-term security.
Ukraine's Reaction
On November 20, Volodymyr Zelensky held a meeting with a high-ranking US delegation led by Army Secretary Dan Driscoll, during which the peace plan was presented. Later, in his address, Zelensky noted that Ukraine needs a "worthy peace"."I outlined our key demands. We agreed that teams will work on implementing the proposals. We are set for constructive and honest work in cooperation with the USA and our European partners," Zelensky said.
At the UN Security Council meeting on November 20, Ukraine's Deputy Permanent Representative to the UN, Kristina Hayovishin, emphasized that Ukraine has "red lines" that are clear and inviolable.
