This statement was made on November 21 at a Security Council meeting, where Putin commented for the first time on the discussed plan.

According to the president, Russia has already reviewed the text of the plan; however, its details have not yet been a subject of discussion with the Russian side, as Ukraine has not yet given its consent to the proposed terms. Putin characterized the document as a "modernized version" of the agreement that was discussed during his meetings with Trump in Alaska. Following these negotiations, there was a pause from the U.S. side related to Ukraine's rejection of the proposed plan, which affected further steps.

Putin also noted that the U.S. had asked Russia to consider the possibility of "certain compromises." At the same time, he expressed readiness for peaceful negotiations, adding that the current situation at the front, including the Kupiansk area, suits him.

Furthermore, Putin reported that as of November 4, Kupiansk was almost entirely under the control of the Russian armed forces. According to open sources, Russian troops continue to advance in the Pokrovsk area, while the front line in Kupiansk has essentially remained unchanged, and Ukrainian military forces have not stated any intention to leave the city.
