Putin and Tokayev Signed a Declaration on Strategic Partnership

According to Tokayev, the signing of this Declaration was one of the key tasks of his visit to Moscow. He noted that this document "will open a new era in bilateral relations" and will also confirm the high level of mutual trust and the intention to work more closely in all areas.

This document, which can be found on the Kremlin's website, is divided into four main parts concerning cooperation in the fields of politics, security, economy, as well as humanitarian and scientific areas. It emphasizes the commitment of the parties to creating a more just multipolar world based on adherence to international law norms and the principles outlined in the UN Charter.

Furthermore, the Declaration notes that Kazakhstan and Russia recognize the important role of the Collective Security Treaty Organization (CSTO) in maintaining stability in the region and express their intention to strengthen its potential.

The document also addresses issues of biological and information security, and both countries confirmed that they will work together to prevent the placement of weapons in space.

Kassym-Jomart Tokayev and Vladimir Putin emphasized the importance of forming reliable international transport corridors free from political instability. The creation of a unified Eurasian transport and logistics framework has become one of the central directions of their cooperation, which will enhance regional connectivity and improve supply chains.

The document also mentions the growing international authority of the Eurasian Economic Union, and the parties intend to develop common markets in accordance with the agreements reached, as well as work on increasing the competitiveness of their economies.

Cooperation in the energy sector, including oil, gas, coal, and electricity, will also continue to develop, with an emphasis on interaction in the area of critically important raw materials for energy transition.

A separate section discusses migration issues, where the parties confirmed their desire to improve the conditions for the stay of citizens of both countries on their territories. Continued cooperation in the educational sphere and training of personnel is also planned.

The parties emphasize that international obligations regarding the immunities of states and their property, including sovereign reserves, must be strictly observed.

Tokayev arrived in Moscow on November 11. On the first day of the visit, the leaders spent about two hours in informal conversation, and on November 12, official negotiations took place, during which a wide range of issues concerning political, trade-economic, and humanitarian interaction were discussed. Putin characterized the dialogue with his Kazakh counterpart as productive and substantive.
