In the police department's explanation, it was stated that this decision was made as a result of the joint efforts of the Primorsky Internal Affairs Department and the State National Security Committee (GKNB). The main reason was numerous complaints from residents about violations of public order. Law enforcement agencies had repeatedly approached the management of the establishment with requests to adhere to the established rules, but despite this, the situation remained unchanged, and the number of complaints did not decrease.
Among the identified problems were noisy parties at night, offenses occurring under the influence of alcohol, as well as obstruction of local residents and threats to road safety, as noted by the Internal Affairs Department.
