The Ministry of Labor explained how benefits are assigned to residents of high-altitude areas

The Ministry of Labor, Social Security, and Migration has provided clarifications regarding the monthly allowance for residents of high-altitude and hard-to-reach areas.

This allowance is intended for residents of mountainous areas and certain border settlements with special conditions:

• for the third and subsequent children;
• for children under three years old who live with the recipient of the allowance.

It is important to note that the allowance is granted regardless of the family's income level and socio-economic status. Residents of high-altitude areas should contact the regional offices of the Ministry of Labor at their place of residence.
To receive the allowance, the following documents must be provided: parents' passports, children's birth certificates, certificates of birth for twins or multiple births, as well as proof of registration in the high-altitude zone. Foreigners must present documents confirming their legal residence in Kyrgyzstan. If the application is submitted through a representative, a passport, power of attorney, and court decision on legal representation of the child are required.

There are several conditions under which the allowance payment may be suspended:

• in case of permanent departure from the country;
• if the child dies before reaching three years of age;
• if the child is fully supported by the state;
• in case of detection of unlawful receipt of the allowance;
• if the family moves out of the high-altitude zone;
• upon the child reaching three years of age.

Timing of Allowance Payments

The allowance will be paid from the first day of the month following the submission of the application and will continue until the child turns three years old. For example, applications submitted in January 2026 will begin processing from February 1.
Moreover, the address indicated in the registration at the place of residence (in the AIS "Address Reference Bureau") must match the address registered in the automated information system "Sanarip Aymak." If there is no registration, it is necessary to contact the rural district for temporary registration.

Additionally, the Ministry is actively working on correcting data regarding children born abroad.
