The Ministry of Labor, Social Security, and Migration has provided information about the monthly allowance for residents of high-altitude and hard-to-reach areas, named "Assistance to Residents of High Mountain Areas".
Who is eligible to receive the allowance?
This payment is intended for families living in high-altitude and remote areas, including certain border settlements with special status. The allowance is granted:
- for the third and subsequent children;
- for children under 3 years old, if they live with a parent.
The payment is made without regard to the family's income and its socio-economic status.
Where to apply and what documents are needed to receive the allowance?
Residents of high-altitude areas must apply to the territorial offices of the Ministry of Labor at their place of residence. The document package includes: parents' passports, children's birth certificates, certificates of birth for twins or multiple children, as well as proof of registration in the high-altitude zone.
Foreign citizens must provide documents confirming their legal residence in Kyrgyzstan. If the application is submitted through a representative, a power of attorney and a court decision on the legal representation of the child are also required.
When can the allowance be suspended?
- when permanently leaving the country;
- if the child has died before the age of 3;
- if the child is fully supported by state structures;
- upon detection of facts of unlawful receipt of the allowance;
- in case the family moves out of the high-altitude zone;
- upon the child reaching the age of 3.
Allowances begin to be accrued from the first day of the month following the submission of the application and continue until the child reaches the age of 3. For example, if the application is submitted in January 2026, payments will start from February 1, 2026.
Registration and address:
The address of the citizen registered in the accounting system at their place of residence and stay (in the AIS "Address Reference Bureau") must match the data entered in the automated information system "Sanarip Aymak".
If registration is absent, one should contact the local district for temporary registration.
The Ministry is also working on correcting data about children born outside the country.
