Who is eligible to receive the allowance?
This allowance is intended for residents of hard-to-reach and high-altitude areas, including certain border settlements that have special status. The allowance is granted:
- for the third and subsequent children;
- for children under the age of 3, if they reside with the recipient.
Does the family's income affect the allocation of the allowance?
No, the allowance is provided regardless of the family's income and socio-economic status.
Where to apply for the allowance and what documents are required?
Residents of high-altitude areas should apply to the territorial offices of the Ministry of Labor at their place of residence. To allocate the allowance, the following documents are required: parents' passports, children's birth certificates, certificates of birth for twins or multiple births, as well as proof of registration in the high-altitude zone. Foreigners must provide documents confirming their legal residence in Kyrgyzstan. If the application is submitted through a representative, it is necessary to provide a passport, a power of attorney, and a court decision on the legal representation of the child.
Under what circumstances can the allowance be suspended?
- if the family permanently leaves the country;
- in the event of the child's death before the age of 3;
- if the child is fully supported by the state;
- in case of detection of unlawful receipt of the allowance;
- if the family moves out of the high-altitude zone;
- upon the child's reaching the age of 3.
Payment terms for the allowance:
The payment of the allowance begins on the first day of the month following the submission of the application and continues until the child reaches the age of 3. For example, if the application is submitted in January 2026, the allowance will be paid from February 1, 2026.
Registration and address:
The address where the citizen is registered for residence must match the data in the automated information system "Sanarip Aiyl". If registration is absent, it is necessary to apply to the local district for temporary registration.
