The Cabinet of Ministers of the Kyrgyz Republic has updated its resolution regarding the pilot project aimed at transferring the management of the road connecting Bishkek with Manas International Airport to the city administration. This version of the document was signed on January 15, 2026.

The key change in the new resolution is the approach to financing the maintenance of the road. Now, funding will be provided from both the republican and local budgets, unlike the previous scheme where funds were allocated exclusively from the republican budget.

According to the updated document, the Ministry of Finance will be responsible for financing within the funds allocated by the republican budget for road maintenance. At the same time, additional expenses will be covered by the local budget.

The responsibilities for ensuring additional funding for road maintenance work that is not covered by republican funds have been assigned to the Bishkek city administration.

The pilot project concerning the transfer of the road to the management of the city administration was approved on February 20, 2025, and is designed for two years. Under this project, the city administration is responsible for the maintenance, repair, safety, and development of the road. It is also planned to use funds received from legal entities and individuals for the use of lands along the road.

This resolution comes into effect from the moment of its official publication.
