
In some regions, there are no lawyers at all
Deputy Minister of Justice Orzbek Sydykov noted at a meeting of the Jogorku Kenesh Committee on Constitutional Legislation that in the country there is only one state-paid lawyer for every 21 thousand residents.
Comparing with other countries, Sydykov provided data: in the USA, there is one lawyer for 300 people, while in Europe this figure ranges from 500 to 2 thousand.
He also stated that in areas such as Chon-Alai, Nookat, Jumgal, and Ak-Tal, there are no lawyers at all, and in the Aravan district, which has a large population, there is only one lawyer working.
The Ministry of Justice has proposed a bill to the Jogorku Kenesh aimed at ensuring legal services in all regions, including remote and hard-to-reach areas. The project includes the introduction of the concept of a "localized license," which can be issued to those who did not score the required number of points on the qualification exam, allowing them to work in areas where lawyers are absent.
