In Russia, migrants with patents may be prohibited from changing jobs in the first year

A group of deputies from the LDPR, led by Leonid Slutsky, has presented a new bill to the State Duma. It stipulates that migrants arriving in Russia without a visa based on a patent must work for one employer for at least a year. Otherwise, they will not be able to change jobs or take on additional work. The text of the bill is available in the electronic database of the State Duma.

The changes concern Article 13.3 of the Law "On the Legal Status of Foreign Citizens in the Russian Federation." According to the proposal, a migrant who decides to terminate their employment contract before completing 12 months, without legal grounds for further stay in the country, will lose their patent and be required to leave Russia.

If the termination of the contract occurs for valid reasons, such as the liquidation of the company, force majeure, or non-payment of wages, the employee will be granted 30 days to find a new job.

The authors of the bill believe that this measure will help reduce employee turnover in sectors such as construction, agriculture, and housing and communal services, as well as increase the responsibility of both migrants and employers, improving overall migration administration.
