At the meeting, it was also announced that starting from the end of 2023, the preparation of architectural and technical conclusions (ATZ) for such structures on municipal lands has been suspended by order of the vice-mayor.
Some deputies of the Bishkek City Council expressed dissatisfaction, noting that ATZ are issued selectively. “Why was one neighbor issued a conclusion, but not another? Many receive refusals, yet ATZ continue to be issued on Zhukeeva-Pudovkina Street. For example, kiosks of lightweight type have been installed opposite the Orto-Sai market instead of arranging a park,” protested Kazybek Ergeshov.
In response to the criticism, Azamat Kadyrov emphasized: “If there are facts of selective approach by the architectural services, we are ready to conduct an inspection. If necessary, the materials will be forwarded to law enforcement agencies for further investigation. It is essential to ensure a unified approach without exceptions. I propose to create a joint commission to thoroughly study the situation.”
