According to the latest data, the number of foreign citizens in Russia has decreased from 6.3 million in 2024 to 5.7 million by the end of 2025. This was reported by the head of the analytical department of the migration policy department of the Ministry of Internal Affairs of the Russian Federation, Alexander Peregozhin, at the conference "New Migration Policy of the Russian Federation," held in Moscow.

Peregozhin noted that the main reason for this decline is the reduction in the number of minor migrants, which, according to the agency's data, has decreased by almost 25 percent. "At the beginning of 2026, there were 5.7 million foreigners living in Russia," he added.

In addition, a new federal law came into effect on January 28, which establishes a mechanism for exchanging information between the Ministry of Internal Affairs and educational institutions regarding minor foreign citizens. The new law implies the transfer of data on migration registration, as well as on the enrollment and expulsion of children in schools and colleges. Authorities believe that this will help more effectively monitor the legal stay of migrant children and their access to educational resources.
