The deputy proposes to consider the deprivation of parental rights for migrant parents

At a meeting of the Committee on International Affairs of the Jogorku Kenesh, Deputy Gulya Kozhokulova raised an important issue concerning migrant parents who leave their children in the care of relatives. She noted that migration processes affect not only adults but also children.

Kozhokulova provided data indicating that 750 children are in custody, and in 95% of cases, the guardians are indeed relatives. However, the deputy also pointed out the problem of violence, often coming from these very relatives, and emphasized that many such cases remain unnoticed and hidden.

In this regard, the deputy asked questions about how the prosecutor's office and other government agencies identify and handle such incidents. She also raised the issue of the responsibility of parents who leave their young children without proper supervision, suggesting the possibility of revoking their parental rights.

Deputy Attorney General Umutkan Konkubaeva noted that custody issues are primarily handled by social protection agencies, which keep records of such cases. The prosecutor's office, in turn, supervises, and regular checks of the relevant organizations are conducted on the ground.

Kozhokulova emphasized that this concerns small children, and the violence they may experience at an early age negatively affects their mental health and future. In her opinion, the situation with minors left without parents represents a "slow-motion bomb," requiring prompt intervention from government agencies, the police, and neighborhood services.
