The Constitutional Court allowed Russians to register in apartments

The Constitutional Court of the Russian Federation has issued a ruling allowing citizens to register their place of residence in apartments that are non-residential premises suitable for living. This was reported by Meduza.

This decision came as a result of a complaint filed by Victoria Piunova, who sought to register her family in hotel-type apartments owned by her relatives in St. Petersburg. She faced a refusal at the passport office, which justified its decision by stating that registration in non-residential premises is not provided for by current legislation, and the specified apartments do not belong to the hotel room stock. The court of general jurisdiction supported the position of the passport office.

The court established that the prohibition on registration in non-residential premises violates citizens' right to freely choose their place of residence and restricts property rights, as owners cannot fully utilize their assets for personal needs.

In light of the new ruling by the Constitutional Court, Victoria Piunova's case is subject to reconsideration.
