During the discussion, deputy Emir Marlisbekov raised the question of how the authorities are combating fare evaders in public transport.
In response, Beishenbaev spoke about the joint efforts of controllers and police officers in identifying "freeloaders" and highlighted abuses related to the "Tulpar" discount travel cards. He provided an example where the benefit is misused—such as when a 70-year-old daughter travels on her 90-year-old mother's card.
“In such cases, the cards will be confiscated and will no longer be issued,” noted the head of the department.
It should be reminded that the "Tulpar" discount card is issued free of charge and provides free travel on municipal transport for the following categories of citizens:
- pensioners by age, registered in Bishkek;
- persons with disabilities;
- postal workers of OJSC "Kyrgyzpost" while performing their official duties.
