Deputy Dastan Bekeshev presented a new bill.
At the meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev addressed the pressing issue of crop damage, noting that current fines do not influence the behavior of livestock owners.
According to Bekeshev, farmers often face situations where cows and horses are intentionally released onto fields after winter crops have been sown.
“You spend time sowing, and then your field is trampled by livestock. The owners of the animals see a benefit in this — they pay a fine of 3,000 soms and continue doing what they do,” the deputy noted.
Minister of Water Resources, Agriculture, and Processing Industry Bakyt Torobaev stated that the government has already taken measures to combat grazing and has instructed the Ministry of Internal Affairs to strengthen control. He also added that in cases of repeated violations, penalties could be tightened, including the confiscation of livestock.
Bekeshev, for his part, emphasized that his bill not only increases fines but also provides for the confiscation of animals and introduces liability for the absence of microchipping.
“Some livestock owners openly say that it is more profitable for them to graze their animals on other people's fields,” the deputy added.
Torobaev proposed to work together with the Ministry of Internal Affairs and farmers to refine the initiative. Bekeshev stated that his bill is already ready for discussion.
