At the meeting of the commission on municipal property, land issues, urban planning, and architecture, held on February 11, Asanbekov raised the issue of parking on Isakeyeva Street, 18. Local residents complained that they could not park their cars because the space had been allocated to a car dealership selling Chinese cars.

The deputy pointed out that the businessmen had placed about a hundred cars, although the agreement stipulated only 53. "When I asked to check for a permit, you simply extended the agreement instead of considering the residents' appeal," he said.

The director of the municipal enterprise "City Road Transport Infrastructure," Bakai Asylbek uulu, responded, clarifying that the car dealership pays 40,000 soms. He added that the commission had not visited the site and suggested that Asanbekov check the situation together.

The deputy expressed outrage: "This is just mockery! I appealed on behalf of the residents, and I was told that the agreement could be annulled."

Asylbek uulu, in turn, stated that he was ready to annul the document if it was signed illegally, adding that it was not worth criticizing an entire enterprise over minor issues.

However, Asanbekov countered that this concerns public funds. "You raised rents at the markets, and here they are reducing it from 40 to 25 thousand soms," he noted.

The deputy also reported that he had a video in which an employee of the municipal enterprise threatens an elderly man who opposed the provision of parking on Tokombaev Street. After the incident, the man suffered a heart attack and had a stent placed in his heart.

Asanbekov asked: "Are you even human? Can you talk like a human?"

Asylbek uulu replied that he would not tolerate insults and was ready to respond. To this, the deputy stated: "Do you have something to say? Speak up, the microphone is open!"

He also read a statement from the employees of the municipal enterprise, which spoke of pressure and intimidation from the management, as well as instances of beatings.

Asanbekov recounted an incident where an employee was hospitalized with injuries after being beaten but refused to file a complaint. "This is inhumane," the deputy noted.

The head of the municipal enterprise responded that he was ready to resign if his words were confirmed and proposed to create a commission to investigate the situation.

Kazybek Ergeshov added that officials should solve problems, not discuss them. "Land cannot be allocated for commercial purposes. In Bishkek, out of 45 parking lots, 15 have been given to car dealerships," he noted.

Asanbekov inquired about the possible accountability for the management of the City Road Transport Infrastructure if the facts of the beatings were confirmed.

Asylbek uulu replied that he would instruct a joint investigation with law enforcement agencies.
