
The initiative to create this center belongs to the city municipality. Currently, fencing has been installed on the site, and demolition work is being carried out by the Capital Construction Department of the city hall.

The question regarding the future of this building was raised after the fire on November 5, 2025. Following the incident, the mayor of Bishkek visited the scene and instructed the relevant services to develop an action plan for the site, as well as to expedite the preparation of a new project.
As of now, the sketch development phase of the cultural center has been completed, but the design process continues. The city hall emphasizes that the new facility should become a modern space for cultural events and the development of the city's creative potential.
It is still unknown when construction will begin and what the estimated cost of the project will be.
According to the "City Encyclopedia of Frunze," the 'Chatyr-Kul' cinema was opened in 1967 in the Botanic residential area, on Dushanbinskaya Street (now Toktonalieva Street). Over time, the cinema ceased operations, and in 2010, the building was nationalized and transferred to the state youth theater 'Uchur.' Unfortunately, major repairs on the facility were never carried out.
