The rector of the academy, Indira Kudaibergenova, added that such practices were established in accordance with the government decree on the register of public services. She noted that it is impossible to cancel this clause by a decree from the Ministry of Education.
Bekeshev insists on the need for changes in this area. "This is not a service. Education is when we teach, not just take money for absences. It resembles an indulgence. Students with money can afford to pay, while those who cannot are left without an education. This practice should be stopped, and academic integrity should be implemented. If a student misses classes without valid reasons, they should be expelled. This has always been the case. Education should not turn into a business," the deputy stated.
Moreover, he emphasized the importance of clearly outlining the terms in the contract between the student and the university.Bekeshev continued: "At first, they say the contract costs 40,000 soms, and then halfway through the year, the educational institution raises the amount to 45,000 soms. This resembles hidden interest in microloans. All conditions, including obligations, must be specified in the contract. One cannot first lure students with words like: 'Enroll in the best university,' and then put them in a dependent position and constantly charge additional fees. The contract should be the main document between the student and the university," he added, calling for order in the higher education system, where diplomas exist, but knowledge is often lacking.
