The level of digital hate among teenagers studied in Kyrgyzstan

As part of the discussion at the Ministry of Education of Kyrgyzstan, important issues regarding online aggression among youth were raised.

According to data presented by the public foundation "Taalim-Forum," a study was conducted in 2025 concerning the prevalence of cyberbullying and digital hate among adolescents and youth. The survey involved 2,096 respondents aged 12 to 25, representing 128 educational institutions in various regions of the country, including Bishkek and Osh.

The results showed that over the past year, every second young person encountered manifestations of online aggression, and for some of them, this has become a habitual behavior.
Particular attention was paid to the connection between real-life bullying and its manifestations online. The study demonstrated that conflicts arising in the school environment are transferred to the digital space, negatively affecting the psycho-emotional state of young people.

During the discussion, recommendations were proposed for creating a safe digital environment in educational institutions. These include the need to improve the regulatory framework, a clear legal definition of the term "cyberbullying," and the development of a national strategy for protecting children online.

The importance of developing digital culture, implementing digital ethics programs, training teachers and psychologists on safe online behavior, and enhancing psychological support for students was also raised.


It was noted that coordinated efforts from schools, families, and digital platforms are necessary to reduce cyberbullying among children. Currently, the public foundation "Taalim-Forum" is working on a practical guide for teachers, which will outline methods for recognizing, preventing, and responding to cases of cyberbullying among adolescents.
