Today, March 12, at a meeting of the Jogorku Kenesh, deputies approved amendments to the law on conflict of interest in the second reading.

The proposal to make changes was initiated by the chairman of the cabinet of ministers.

The updated version expands the definition of "affiliated person," including both individuals and legal entities that may influence decision-making through various financial ties, shares in companies, or through familial relationships.

The bill also stipulates that the cabinet of ministers of Kyrgyzstan will appoint authorized bodies to implement the new norms, one of which will be responsible for coordinating and monitoring the enforcement of the law.

The changes also pertain to the procedure for verifying declarations of personal interests, which will be transferred for consideration to the personnel services of state institutions and local self-governments.

Furthermore, the bill proposes to increase liability for violations. Disciplinary responsibility may be introduced for false information in declarations, and inaction by leaders upon identifying a conflict of interest may serve as grounds for their dismissal.

It is also proposed to consider income and property benefits obtained in violation of the law as damage to the state, with mandatory compensation.
