According to the data provided by Volodin, foreign citizens received 2.3 million patents for labor activities, which is 9% higher than the figures for 2024.
Each migrant who obtained a patent contributed an advance personal income tax of 172 billion rubles, which is 39% more compared to the previous year.
The largest amount of tax payments was collected in regions such as Moscow, St. Petersburg, the Republic of Tatarstan, as well as in the Moscow, Leningrad, and Sverdlovsk regions.
Currently, the State Duma is considering a number of initiatives aimed at improving migration policy. One of the proposals implies that labor migrants must provide for themselves and their families at a level established in the relevant region. It is also proposed to introduce a fixed advance payment for each employment. In case of non-compliance with these requirements, patents or work permits may be revoked or not issued.
