A New Rule Has Emerged in the Jogorku Kenesh After the Situation with Erlan Kokulov

According to the new regulations, deputies are now required to pre-approve the topics of their speeches with the leaders of their factions and the speaker of the parliament. This was announced by Speaker Marlen Mamataliev at a meeting on March 19.

He clarified that speeches should address issues of public interest and related to the needs of voters, rather than personal matters. In this regard, the rules for using 10-minute speeches have become stricter. Now, parliamentarians must inform the leader of their faction and the speaker in advance about the topic of their speech, and only if it is deemed relevant can it be approved.

These changes were initiated after an incident involving deputy Eru lan Kokulov, who repeatedly requested 10 minutes for speeches during which he expressed dissatisfaction with journalists. Some deputies noted that the podium of the Jogorku Kenesh is not intended for personal conflicts among parliamentarians.
