Kyrgyzstan Needs a Presidential Form of Government

Kyrgyzstan needs a presidential form of government
Kyrgyzstan needs reforms in the fields of religion, culture, and state governance. This was stated by writer and journalist Mar Baidzhiev at the I Bishkek Forum "Kyrgyzstan: alarming prospects in the field of national security" at the international press center of the IA. According to him, religious education, the basics of which should be taught in schools of the Kyrgyz Republic as a mandatory subject, will help protect against external threats in the form of international terrorism and ISIS.

- I always say: we need to teach the history of religion in schools, just like the history of the CPSU was once taught. So that citizens from childhood know the similarities and differences between Buddhism, the Old Testament, and the Quran, but realize that God is one. I live in a summer house next to a madrasah, and when the guys come to help me, I ask them: what are you being taught about Judaism and Christianity? They are told abstractly about virtues and that's it! But mass terror always relies on uneducated people who do not understand the subtleties of religion, – he noted.

Mar Tashimovich believes: in connection with globalization, it would be good to change some religious traditions.

- The mullah always calls the adhan at 4-5 in the morning when people are sleeping. There were no clocks before, and the day began with his voice. Now everyone has cell phones, alarms, some people don’t even perform the namaz… The rules of communal living are being violated, silence! Maybe we should introduce some rules similar to those that apply in the evenings? We are a secular state and we need to approach this issue soberly! – he suggested.
In addition, the writer is concerned about the collapse of cultural and moral values among the youth of the republic and the lack of development of the Kyrgyz language. There are no philologists studying it as a phenomenon, no good educational and methodological manuals, and finally, no teachers. This is due not only to the poverty and impoverishment of the republic but also to the parliamentary form of governance.

- We need to develop terminology: the Kyrgyz language has not reached the point where it has independent economic, legal, or medical terms. For example, in parliament, deputies, when speaking, are forced to switch to Russian when discussing the work of their committees. No one can write, say, applications in Kyrgyz, – Baidzhiev stated. – There is also another problem with the approach to the epic "Manas," which is taught everywhere and presented as they wish. It would be good to enshrine norms for it in the Constitution. And in general, change the Constitution: the existing one only harms the country. The parliamentary form of governance has led to the situation where no one in the country is responsible for anything: after all, the parliament should not govern the state but create laws for it. As it stands, they do not bear responsibility for their work! It would be much better if both the president and the ministers bore responsibility for political decisions.

Mar Baidzhiev proposed to bring all key issues from his speech and the agenda of the Forum to discussion at the nearest nationwide kurultai.
