In this regard, it is proposed to simplify the public procurement process.According to the innovations, the law will not apply to procurements related to the organization of international events funded from the republican budget, if they involve high-ranking officials, including the president, the speaker, and the prime minister. Exceptions are also implied for procurements related to visits by foreign delegations and international organizations.
Furthermore, the law on public procurement will not apply to acquisitions made under the state assignment.State assignments will be carried out through civil law transactions between the customer and the contractor, which will specify the results.
Funding for legal entities involved in the execution of state assignments will not lead to an increase in their authorized capital.It is also allowed to transfer part of the assignment to subcontractors, not exceeding 50% of the allocated budget funds for the year.
State assignments will include:
- orders in the field of culture and tourism, preservation of historical and cultural heritage;
- orders in the field of education, science, and healthcare;
- events organized by the Presidential Administration;
- construction and repair of roads of international and republican significance;
- projects for modernization and economic development;
- organization of official events at the state level with the participation of high-ranking officials.
