The Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic (Kyrgyzstan) has provided clarifications on common questions regarding the recycling fee.
According to the agency's information, the recycling fee is a mandatory environmental contribution collected to finance the disposal and recycling of goods at the end of their life cycle.
It is important to note that the payment must be made by both importers and manufacturers, including both legal entities and individuals engaged in the import of goods into Kyrgyzstan or their production. The recycling fee is paid once upon the import or production of goods within the country.
In the absence of payment of the recycling fee, according to the Kyrgyz Republic Code on Non-Tax Revenues, a penalty of 0.09% will be charged for each overdue day.
If an error occurs during payment, one should contact the eco-operator specialists with a statement and the necessary documents for verification.
The recycling fee can be paid through banks using the details posted on the website of the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic in the "Extended Producer Responsibility" (EPR) section. To do this, it is necessary to fill out the recycling fee calculation form (the calculation procedure is also available on the website) and attach customs documents such as the customs declaration, invoice, and others.
For consultation on recycling fee issues, you can contact the eco-operator by phone, email, or in person at the office. Specialists will assist with payment issues, necessary documents, and recycling fee calculations.
