This self-restriction mechanism was implemented in the republic starting November 1, 2025, and is aimed at protecting the population from fraud and illegal loan arrangements.
In July, the president signed amendments to a number of legislative acts concerning credit information and the self-ban mechanism for entering into loan agreements.
The National Bank proposed to amend the Law "On the Exchange of Credit Information," which includes:
- the obligation of financial organizations to request data from credit bureaus regarding the existence of a self-ban and to refuse to enter into a loan agreement if such a ban exists;
- the procedure for individuals to independently and free of charge establish and remove a self-ban through the State Portal of Electronic Services of the Kyrgyz Republic, as well as to send information about the self-ban to the chosen credit bureaus.
Banking institutions are required to check for the presence of a self-ban with clients before entering into loan agreements and to refuse if such a ban exists.
