The prices for the construction of the Sports Palace for 5,200 seats and the "Akyllman" lyceum in the city of Manas are inflated, - minister

The Ministry of Construction, Architecture, and Housing and Communal Services has begun to monitor nine major projects in the Jalal-Abad region due to identified inflated estimates. This was reported by Minister Nurdana Oruntaev on March 18 in the city of Manas.

As reported by Turmush correspondent, during a working meeting with construction company leaders and local authorities, the minister expressed dissatisfaction with the implementation of large construction projects in Manas.

He noted that on seven sites, the necessary requirements in the project documentation were not met, and the estimated costs turned out to be significantly higher than market prices.

The minister announced the oversight of nine major construction projects funded by the state budget. He demanded explanations from Mamatjan uulu Arapbay, head of the Capital Construction Department of the Manas City Hall. Despite assurances that expertise and design were proceeding in parallel, the minister pointed out serious violations.

“The costs of the projects are excessively inflated. The project documentation is incomplete, and contracts were signed and tenders announced without the necessary state expertise. We intend to bring everything back into legal compliance, ensuring quality control and adherence to deadlines,” added Oruntaev.

The minister paid special attention to two key projects:

- A multifunctional sports complex (Sports Palace) for 5,200 seats (Abdrahmanova Street). 2.8 billion soms have been allocated for its construction. The minister noted that a similar arena in the capital cost 1.8 billion soms. “A difference of one billion? Even considering the pool, the price could have been around 2 billion soms. We will review the project and clarify all financial expenses, but I urge the contractor not to stop the work — there will be no problems with financing,” he emphasized.

- The Presidential Lyceum “Akyilman” (Azimova Street). The estimated cost of this project was 1.7 billion soms. The minister reported that the price per square meter here reaches 870 dollars (76,252 soms). “For example, the recently opened school named after Alykulov in the Suzak district was built at a price of 750 dollars per square meter. Thus, the difference was 140 dollars for each square meter,” the minister explained.

The projects that will come under the control of the Ministry of Construction include:

- Sports Palace for 5,200 seats (Abdrahmanova St.);

- New 7-story building of the regional hospital (Glinka Street);

- Branch of the Presidential Lyceum “Akyilman” (Azimova Street);

- New building of the regional philharmonic (Kurmanbek Street);

- Modern city museum (Kurmanbek Street);

- Engineering networks: pumping station, reservoirs, and irrigation systems.

Additionally, the ministry will take control of the construction of a recreation park in the village of Bagysh in the Suzak district and a hospital in the Chatkal district. The minister urged contractors to update contracts and focus on quality, promising transparency in future financing.
