In accordance with the legislation, elections must be supported by information, which includes notifying citizens and pre-election campaigning. This is necessary for citizens to freely and consciously express their will, as well as to enhance the transparency of the electoral process. Media and online publications wishing to participate in the campaigning must be accredited by the Central Election Commission (CEC).
The CEC reminded that the cost of broadcasting and print space must be uniform for all election participants and cannot exceed the rates that were in effect six months prior to the announcement of the elections.
Those wishing to participate in the pre-election campaigning must submit the following documents to the CEC by January 11, 2026 (inclusive):
- a notice of intent to participate in the pre-election campaigning indicating the full name of the head and contact information of the media or online publication;
- a copy of the media registration certificate from the Ministry of Justice of the Kyrgyz Republic;
- a copy of the state registration (re-registration) certificate of the legal entity or the tax registration certificate (for online publications);
- a copy of the permits issued by the authorized state body in the field of information and mass communications;
- a copy of the charter (if available);
- certified data on the payment amount and conditions for providing airtime, print space, or publication rights in the online publication.
