A consortium of institutions to support small and medium-sized enterprises in Kyrgyzstan has been established.
President of Kyrgyzstan Sadyr Japarov has signed a decree to form a consortium that will support small and medium-sized enterprises in the country. This step is aimed at uniting the efforts of government bodies, financial institutions, educational institutions, and international partners to enhance the effectiveness and transparency of policies in the field of entrepreneurship support.
According to the decree, the following structures and provisions will be established within the consortium:
Creation of a consortium of support institutions for small and medium-sized enterprises in the Kyrgyz Republic according to Appendix 1.
Approval of the Regulation on the consortium according to Appendix 2.
Appointment of the Ministry of Economy and Commerce of the Kyrgyz Republic as the secretariat of the consortium.
Establishment of obligations for government bodies and consortium participants.
According to the decree, the council of founders of the consortium will determine key directions and priorities for the development of small and medium-sized businesses. Their decisions will be mandatory for all participants and government bodies. Government bodies, in turn, will be required to support the Ministry of Economy and Commerce in implementing activities aimed at developing this sector.
The Ministry of Economy and Commerce will receive the following tasks:
Coordination of the work of consortium participants and monitoring the implementation of adopted decisions;
Taking necessary measures in accordance with the specified decree.
Furthermore, by the beginning of the second quarter of 2026, the Cabinet of Ministers must approve the Program for Supporting and Developing Small and Medium-Sized Enterprises until 2030. This program will include:
Support for youth entrepreneurship to form a new generation of businessmen and unlock innovative potential;
Promotion of women's entrepreneurship to expand economic opportunities for women;
Encouragement of social entrepreneurship to address socially significant issues;
Facilitation of regional entrepreneurship development;
Formation of cluster development to enhance cooperation and competitiveness;
Development of the creative economy, contributing to the innovative and cultural growth of the country.
The oversight of the implementation of the decree is entrusted to the department for monitoring the execution of decisions of the president and the cabinet of ministers of the administration of the president of the Kyrgyz Republic. The decree comes into force ten days after its official publication.
