- France and the United Kingdom, supported by Turkey and the USA, will create a "coalition of the willing" to form a working group that will focus on ensuring Ukraine's security.
- It is reported that US special envoy Steve Whitcoff plans to meet with Vladimir Putin in Moscow next week, as stated by President Donald Trump. Whitcoff may be joined on the trip by his son-in-law Jared Kushner.
- Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine, noted that Ukraine and the USA have reached a "common understanding of key conditions" for a peace agreement. Kyiv is also counting on a visit from the Ukrainian president to the USA in the coming days of November.
- Dan Driscoll, US Army Secretary, stated during a meeting in Kyiv that Ukraine faces "inevitable defeat," according to NBC sources.
- In Abu Dhabi, Driscoll is discussing with Russian representatives a plan to end the conflict that was agreed upon in Geneva between Washington and Kyiv on Sunday, reports Politico.
- Sergey Lavrov, the head of the Russian Foreign Ministry, stated that Russia received a 28-point plan from the USA for ending the war through unofficial channels, adding that Moscow has no other versions of the document.
- The only oil refinery in Serbia, located in Pančevo, has temporarily halted production due to a lack of crude oil supplies caused by US sanctions against the company "Neftyanaya Industriya Serbii" (NIS), the controlling stake of which belongs to Russia. President Aleksandar Vučić has appealed to Moscow to reach an agreement on the sale of NIS within 50 days.
- As a result of a Russian attack on Kyiv that occurred on Tuesday night, seven people were killed, and another 20 were injured. Two more people also died in the Kyiv region.
