- As a result of two days of meetings in Berlin, delegations from the USA, Ukraine, and Europe agreed on a security package inspired by NATO's Article 5. However, the issue of territorial concessions remains open. President Volodymyr Zelensky expressed hope for US support in seeking a compromise.
- The Kremlin reported that it had not received information about a new version of the peace plan that was developed after negotiations between the Ukrainian, American, and European sides in Berlin.
- A document was signed in The Hague to establish an International Claims Commission for Ukraine, which will assess the validity of claims against Russia for damages caused by the war.

- The Deutsche Welle broadcasting company was added to the list of undesirable organizations maintained by the Russian Ministry of Justice.
- The Commissioner for Human Rights in Ukraine, Dmytro Lubinets, reported the return of 60 Ukrainians who were in Russia. At the same time, the Russian news agency TASS reported that during an exchange at the Ukrainian-Belarusian border, 15 Russian citizens returned to Russia.
