- As a result of two days of meetings in Berlin, the USA, Ukraine, and European countries agreed on a security package similar to NATO's Article 5.
- At a press conference with Friedrich Merz, Ukrainian President Volodymyr Zelensky noted that progress was made on security issues for Ukraine during the negotiations in Germany. Merz described the US proposals as "significant."
- Zelensky also mentioned that territorial issues remain complex but expressed hope that the US would help find a compromise.
- Friedrich Merz emphasized the need for the EU to find a way to share the risks associated with the use of frozen Russian assets to avoid long-term damage to the Union's reputation.
- The Turkish Ministry of Defense reported that on Monday, the Turkish Air Force shot down a drone that had lost control and was approaching the country's airspace from the Black Sea.
- Russian military forces again attacked the Dnipropetrovsk and Sumy regions, resulting in two deaths and one injury.
- The Security Service of Ukraine reported that its underwater drones destroyed the Russian submarine "Varshavyanka," although the Russian Ministry of Defense denied this information.
- The EU Council announced the introduction of new sanctions against Russian individuals and legal entities connected to the so-called "shadow fleet." The sanctions list includes businessmen associated with major oil companies "Rosneft" and "Lukoil."
- The Ukrainian company Frontline Robotics, together with the German-Ukrainian drone manufacturer Quantum Systems, is opening the first joint venture in Europe, Quantum Frontline Industries, in Germany to produce drones as part of the Build with Ukraine initiative.
