The AI Platform Voyager Transparency Aims to Enhance Transparency in Government Administration

At the event, the platform developers, Chandman-Erdene Tsend-Ayush and Munkhbat Ochirhuyag, presented the functionality and potential impact of this AI-based open data system for high-ranking officials of the ministry, as well as discussed its application in jurisprudence and internal affairs.

In her article published on International Anti-Corruption Day, Diana Torres, UN Regional Advisor on Governance in the Asia-Pacific region, highlighted the Voyager Transparency project as one of the key initiatives to combat corruption in the region. She described this in her article The Future Is Asian—If Integrity Leads.

Voyager Transparency is an intelligent data processing platform that collects open data on public procurement and budget expenditures, presenting it in an accessible format for citizens and the public. Users can quickly find reliable information from official sources about government spending, including the distribution and use of budget funds.

With the help of this agent, citizens can ask questions such as: "Where does the government money go?" and "What are taxes spent on?" and receive answers from verified sources in just seconds.

The Deputy Minister of Justice and Internal Affairs, Munkh-Erdene Dembereltseren, noted at the beginning of the meeting that this initiative aligns with the government's policy in the fight against corruption and increasing transparency. He emphasized the need to support such innovative solutions developed by young professionals, which are already demonstrating significant results, and expressed readiness to provide political support.

The project team pointed out the shortcomings of existing open data platforms, where complex compatibility and access difficulties for citizens reduce their effectiveness as control tools. The developers noted that AI solutions can significantly enhance transparency and engage the public more actively in the process. The platform has already received international recognition, being among 251 projects from 30 countries in the Asia-Pacific region and was awarded "For Outstanding Civic Innovations" at the Civic Tech Innovation Challenge on Governance 2025, organized by UNDP.
