
In the explanatory note to the agreement, it is emphasized that its implementation "will contribute to the development of relations" between the two states. "The fulfillment of the conditions... will not lead to negative socio-economic consequences, nor will it affect the achievement of the goals of the state programs of the Russian Federation," the document states.
In the spring, Vladimir Putin reported that more than one million citizens of Tajikistan live in Russia, which accounts for approximately 10% of the population of that country. At the same time, according to expert estimates from RANEPA, their number may reach 3 million. Putin emphasized that migrants from Tajikistan are actively working in construction, utilities, transportation, and logistics, thereby making a "significant contribution" to the economic development of the country. "We strive to create good working conditions and social protection for the citizens of Tajikistan," he added.
As previously reported by the Ministry of Health of the Russian Federation, medical examinations for migrants will be conducted at a specialized center in one of the medical organizations in Dushanbe. After arriving in Russia, a repeat procedure will not be required. The authorized medical organization will be responsible for its activities in accordance with Russian legislation, and Tajikistan will exempt it from customs duties, taxes, and fees on goods and services. A license for medical activities will also not be required.
Moreover, Tajikistan will provide access to information systems and databases containing information on cases of HIV, hepatitis, tuberculosis, and sexually transmitted infections. This data will also include information on drug and psychotropic substance use.
