During a panel discussion at the Munich Security Conference, Aliyev responded to a question about whether he had discussed Russia's strikes on energy facilities owned by Azerbaijani companies with Vladimir Putin. The president noted that this issue had already been raised multiple times at various levels during contacts between the foreign ministries and presidential administrations of both countries.

Additionally, Aliyev mentioned three attacks on the Azerbaijani embassy in Ukraine, adding that after the first attack, they assumed it was accidental and provided their Russian colleagues with all the coordinates of their diplomatic missions, including the consulate and cultural centers. However, despite this, two more attacks followed, which, according to the president, indicates the intentionality of actions against the diplomatic representation.

The president noted that Azerbaijan is forced to act solely through diplomatic means and has taken all necessary steps, but considers these actions as unfriendly towards his country.

The Russian Foreign Ministry rejected Aliyev's accusations, stating that his words about "targeted missile strikes" on Azerbaijani facilities in Ukraine "are not true." The Russian Foreign Ministry added that in November 2025, the Azerbaijani ambassador in Moscow was expressed regret over the damage to the buildings and territory of the diplomatic mission in Kyiv, which was related to the "incorrect operation" of the Ukrainian air defense.

The Russian Foreign Ministry also emphasized that Russian military strikes are only aimed at legitimate military targets, taking into account the location of foreign diplomatic representations.

In July 2025, Russia carried out a missile strike on buildings near the Azerbaijani embassy in Kyiv, resulting in casualties and injuries, although not within the diplomatic institution itself. In August, on the night of the 28th, during an attack on Kyiv, the embassy building also sustained damage from the shockwave. Windows were shattered, and cracks appeared on the roof of the consular section. Later, on the night of November 14, the building was damaged by debris from another strike.
