
A bill, the link to which is available here, proposes amendments to the existing federal law "On the Legal Status of Foreign Citizens in the Russian Federation."
According to the proposed changes, migrant children will be allowed to stay in Russia only for the duration of their parents' patent. This will require the payment of a fixed advance income tax, which must be paid not only for the working parent but also for each child.
Upon reaching the age of 18, these individuals will need to leave the country within 30 days or obtain legal grounds for their stay, which may include applying for a patent.
It is important to note that the requirement to leave will not apply to those foreign citizens who have other legal grounds for being in Russia. This particularly applies to individuals with temporary residence permits, residence permits, as well as those who are studying or working in accordance with Russian legislation.
As stated in the explanatory note, these amendments are aimed at preventing cases of uncontrolled presence in Russia of individuals who have ceased to be minor dependents of foreign workers.
In addition, the bill introduces additional conditions for the issuance of patents. In particular, a patent may not be issued if information about the foreign citizen is absent from state information systems or if their income is below the established minimum living wage, taking into account themselves and their family members.
