According to information from RIA Novosti, the draft law has already been submitted for discussion in the lower house of parliament.
The explanatory note states that this project proposes to impose a ban on entry for foreign citizens and stateless persons who have an unexpunged or unserved criminal record, as well as those whose criminal records have been expunged or served for serious and particularly serious crimes.
The document also notes that the current measures to restrict entry for convicted foreigners are temporary in nature.
The aim of the proposed measures is to prevent significant harm to the citizens of Russia and to protect their rights, as well as to reduce the level of crime among foreign citizens and stateless persons, as indicated in the explanatory note.
