The bill that formed the basis of this law was presented to the State Duma by the Russian government. It amends Article 464 of the Criminal Procedure Code of the Russian Federation.

According to the new law, the list of grounds for refusing extradition of individuals to foreign states for criminal prosecution or enforcement of court decisions has been expanded. One of the new grounds includes the situation concerning a foreign citizen or a stateless person who serves or has served under contract in the Russian armed forces or other military formations and has participated in hostilities.
