Putin signed a decree on calling reservists for military exercises

The decree, signed on December 8, establishes that citizens of Russia will be called up for military exercises to serve in the Armed Forces, the National Guard, rescue units of the Ministry of Emergency Situations, as well as in state security agencies and the FSB.

Putin also instructed both the government and regional authorities to ensure the implementation of all activities related to the call-up of reservists for participation in these exercises.

Of the four points in the decree, two are classified and have the status of "for official use only".

Reservists are citizens of Russia who are in the reserve and have signed a contract to participate in the mobilization human reserve. As of 2021, their number was 100,000 people.

According to the government regulation on military exercises, the number of reservists called up is determined by the President of the Russian Federation based on the government's proposal, taking into account the needs of the army. The duration of military exercises cannot exceed two months.

In October, the State Duma adopted a law that allows sending reservists to "special exercises," including for the protection of critically important facilities and other vital objects. This law is expected to serve as an additional means of attracting citizens to military service without an official declaration of mobilization.
