- Compensation in the amount of 1,356,300 som was paid to 35 employees, which is equivalent to 27,028 liters of gasoline. These payments contradict paragraphs 3 and 5 of the resolution of the Government of the Kyrgyz Republic dated September 18, 2006, No. 672, regarding compensation for the use of personal vehicles during official business trips. It was established that the vehicles used by the employees to perform their official duties formally belonged to other individuals and were used under a power of attorney;
- The head of the administrative and economic department, T.K.U., did not provide material reports for the period from February to December 2023 and did not reflect expenses under the "Food" item amounting to 17,331,500 som. Judicial proceedings on this matter began on January 31, 2025;
- Bonuses in the amount of 615,200 som were unjustifiably paid to employees with disciplinary sanctions, which violates the provisions regarding the awarding of bonuses to employees of this organization;
- State procurements amounting to 1,561,500,000 som were carried out without prior approval of the procurement plan.
As a result of the inspection of capital construction and repairs carried out by "Bishkekasphaltsservice" in 2023, violations amounting to 196,869,300 som were identified. In particular, the funds allocated by district municipal administrations under the Bishkek city mayor's office exceed the actual cost of the work performed by 106,954,700 som, including:
- Sverdlovsk municipal administration — by 23,382,000 som;
- Lenin municipal administration — by 15,759,300 som;
- Pervomaisk municipal administration — by 59,103,400 som;
- Oktyabr municipal administration — by 8,710,000 som.
Furthermore, during the inspection, it was established that the requirements of construction norms and regulations were repeatedly ignored.
