Mission of Observers: The Electoral Legislation of the Kyrgyz Republic Does Not Meet Standards

The preliminary conclusion of the OSCE/ODIHR mission indicates that the electoral legislation of the Kyrgyz Republic does not meet international standards. This statement was made by the team of observers working in the country.

According to the report, the early parliamentary elections held on November 30 in Kyrgyzstan were organized with technical efficiency. However, there were negative aspects as well. In particular, changes in the legislation reduced the participation of political parties in the elections.

Among the positive points, observers noted gender requirements, according to which no more than two candidates of the same gender can be nominated from one district.

Nevertheless, despite the presence of competitive pre-election activity in some districts, significant financial disparities between candidates hindered the creation of equal conditions for all participants. Numerous reports of voter bribery were also received during the election campaign.

“On election day, the overall process was assessed positively: new voting technologies demonstrated reliability, and procedures were mostly followed. However, there were problems with vote counting and the preparation of final protocols. The elections took place under a completely renewed legislative framework, which, although it provided the technical basis for voting, does not meet international standards for democratic elections and does not take into account most of the recommendations of the ODIHR and the Venice Commission of the Council of Europe,” the observers' conclusion states.

It is worth reminding that on November 30, early elections for deputies of the Jogorku Kenesh of the VIII convocation were held in Kyrgyzstan, scheduled after the self-dissolution of the previous parliament.
