The elections to the Housing Committee were conducted effectively, but the pre-election campaign environment hindered public participation, - international observers
A joint mission, consisting of representatives from the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the OSCE Parliamentary Assembly (OSCE PA), and the Parliamentary Assembly of the Council of Europe (PACE), concluded that the legal framework for the elections provided the technical conditions but did not meet many international democratic standards. In particular, the observers expressed concern over the insufficient opportunities for public consultations on significant legislative changes prior to the elections.
Although international experts noted the high efficiency of conducting the early elections, they also emphasized that the limited pre-election environment negatively affected the participation of both candidates and voters. Despite trust in the electoral administration due to its technical capabilities and efforts to enhance transparency, observers stated that several key aspects of these efforts were lacking.
The presentation of the reports was conducted by key figures: Monika Zaykova, head of the OSCE PA delegation, Tamás Meszerics, head of the ODIHR observation mission, Claude Haaghen, special coordinator and head of the short-term mission, and Georgios Stamatidis, head of the PACE delegation.
Claude Haaghen noted that the elections were held in the context of a radically updated system, which underwent numerous changes throughout 2025, affecting almost all important elements of the electoral process and not meeting international standards.
The international observer mission consisted of 359 individuals, including 269 ODIHR experts, as well as long-term and short-term observers from the OSCE PA (72 people) and PACE (18 people).
