At a briefing at the Central Election Commission (CEC) today, Igor Petrishenko, the first deputy secretary general of the CIS and head of the observation mission, gave a high assessment of the early elections to the Jogorku Kenesh held in Kyrgyzstan. He emphasized that the elections were conducted in an open and competitive environment, fully in accordance with national laws.

Petrishenko noted that during the election campaign, press conferences were actively held and interviews were given, which contributed to the professional coverage of the mission's work in the media. He thanked journalists for promptly providing information to citizens.

The head of the mission also stated that the electoral legislation in the country meets international standards and creates the necessary legal framework for conducting free and democratic elections. "The Central Commission, 30 district and 2619 precinct election commissions, including 27 remote voting sites and 100 abroad, were involved in conducting the elections," he added.

During long-term monitoring, CIS observers visited election commissions in various regions, where they assessed the high level of professionalism of the commissions and the proper equipping of polling places. The procedures for registration and nomination of candidates also proceeded without violations, with 460 candidates vying for 90 seats in parliament, which contributed to political pluralism.

"The campaign was conducted in accordance with the law, and state bodies along with the media actively informed the public about the progress of the elections. Conditions were created for prompt responses to possible violations and for the timely consideration of complaints," he added.

On November 30, 2025, the day of voting, mission members visited over 600 polling stations across the country and also observed voting abroad. All polling places opened on time, voting began with the performance of the National Anthem and took place in a calm atmosphere. For the first time, a video surveillance system was implemented at all polling stations, and remote voting was actively used by voters, including at sites in shopping centers and markets," he emphasized.

According to Petrishenko, the counting of votes was conducted in accordance with constitutional legislation, and technical shortcomings were promptly addressed. Observers did not record any serious violations that could affect the election results.

Igor Petrishenko concluded that the elections were conducted openly, fairly, and in accordance with democratic standards.
