
At a briefing, the head of the Central Election Commission, Tynchtyk Shainazarov, reported that during the election campaign, 269 appeals were registered, including complaints and reports of violations.
The complaints can be classified as follows:
- violations of pre-election campaigning — 37;
- defamation of candidates — 8;
- use of administrative resources — 46;
- possible bribery of voters — 54;
- other violations — 124.
On November 30, the CEC recorded 67 new appeals regarding violations:
- campaigning violations — 28;
- vote buying — 18;
- technical problems — 4;
- other cases — 17.
Shainazarov noted that all received appeals were thoroughly reviewed by the working group and at commission meetings, and none were left unattended.
On November 30, CEC member Altynbek Kubatbekov reported that the coordination group for operational response continues to work in an enhanced mode.
Group staff and local representatives of agencies "quickly and clearly respond to any reports of possible violations of electoral legislation," he added. All data is immediately recorded in the register of the Central Election Commission.
As of 18:00 on November 30, the KGOR received 261 reports, of which:
• 124 relate to violations of campaigning rules;
• 51 relate to other violations;
• 42 relate to possible bribery of voters;
• 37 relate to defamation of candidates;
• 8 relate to abuse of administrative resources.
From 08:00 to 18:00 on November 30, an additional 59 reports were received:
• 27 relate to campaigning violations;
• 16 are of a different nature;
• 12 relate to possible bribery;
• 4 relate to technical failures.
Of these:
• 27 reports have been forwarded for further investigation to law enforcement agencies;
• 19 have been sent to the CEC working group;
• 13 have been directed to territorial election commissions.
Kubatbekov also reported that in accordance with the Code of Offenses:
• decisions on fines totaling 686,000 soms have already been made in 69 cases.
The press secretary of the Ministry of Internal Affairs, Sultan Makilov, stated that the ministry is actively checking all appeals regarding possible violations of the electoral process.
According to him, 79 reports have been registered, distributed by regions as follows:
- Bishkek — 28;
- Osh — 6;
- Chui region — 15;
- Issyk-Kul region — 6;
- Naryn region — 6;
- Osh region — 6;
- Jalal-Abad region — 5;
- Talas region — 2;
- Batken region — 5.
Makilov emphasized that each complaint is thoroughly checked, and so far no serious violations that could affect the elections have been identified.
"Most reports concern violations of campaigning rules, possible cases of bribery of voters, and other deviations from established norms," he added.
