Early Elections to the Parliament. OSCE Mission Plans to Send 330 Observers to Kyrgyzstan

On November 3, the Chairman of the Central Election Commission of the Kyrgyz Republic, Tynchtyk Shainazarov, held a meeting with Claude Haagen, who is the special coordinator and head of the short-term mission of the OSCE Parliamentary Assembly.

The discussion touched on key points regarding the preparation for the upcoming early elections of deputies to the Jogorku Kenesh of the Kyrgyz Republic, as well as interaction with international observers.

Shainazarov reported that invitations for election observation had been sent to various countries. Additionally, he noted that the OSCE plans to send 330 of its observers, which underscores their interest in ensuring the transparency of the electoral process in Kyrgyzstan.

Claude Haagen expressed interest in the new electoral system that will be applied in the elections, as well as the results of testing the electoral equipment and aspects of remote voting. He also inquired about potential difficulties related to the updated rules and the short campaigning period.

The head of the CEC provided detailed information about the innovations in the electoral process, noting that testing of the remote voting equipment had been conducted four times and confirmed its reliability and effectiveness. He added that this system expands opportunities for citizens, especially those living abroad, to exercise their voting rights.

Tynchtyk Shainazarov emphasized issues of gender equality, noting that according to the latest changes in electoral legislation, the new composition of parliament must include at least 30 women or 30 men from all electoral districts.

At the end of the meeting, Claude Haagen was briefed on the remote voting process and the principles of the electoral equipment's operation.
